Kramer, Linneman to chair two AASHTO committees

The American Association of State Highway and Transportation Officials (AASHTO) recently appointed new leaders to two of its committees within its organization.

AASHTO named Vicki Kramer – director of the Nebraska Department of Transportation – to a two-year term as chair of its Committee on Transportation System Security and Resilience.

Nebraska Governor Jim Pillen (R) appointed Kramer as the agency’s new director in January 2023. Since that time, she has participated in a statewide “fly-around tour” with the governor to share his vision making the state stronger and more resilient through targeted transportation and broadband infrastructure investments.

Her agency, along with the Nebraska State Patrol, also hosted a Traffic Incident Management or TIM live field exercise for 80 first responders from across state in November 2023.

Kramer previously worked as the chief of staff for Infrastructure Markets and Strategy for Kiewit Infrastructure Engineering. She also previously worked for the Nebraska DOT from 2016 to 2020 in a variety of roles, including communication director and public policy director as well as a strategic advisor to then-director Kyle Schneweis.

Kramer has also served over a decade as a chemical and human resource officer in the Nebraska National Guard, attaining the rank of major. She received a bachelor of science in political science and journalism from the University of Nebraska-Kearney and holds a master of public administration from the University of Nebraska-Omaha.

Matthew Linneman – deputy director for engineering and chief engineer for the North Dakota Department of Transportation – has been named to a two-year term as chair of the AASHTO Committee on Materials and Pavements or COMP. COMP provides a forum for the development and exchange of information related to materials testing, specification, and performance; and pavement design, testing, and management.

Linneman is responsible for leading the project development, construction, maintenance, and operations functions of the North Dakota DOT; working to deliver core engineering services, communicate strategic focus areas, and build strong relationships in order to safely move people and goods.

His career at the North Dakota DOT began when he joined the agency’s Design Division as an intern in 2001. Since then, he’s spent over two decades in diverse roles dedicated to improving transportation in North Dakota. This includes progressive experience as transportation engineer in Design Division at the agency’s DOT Support Center.

He then took a role as the program manager in the Environmental & Transportation Services Division and then became an engineer in the agency’s Materials and Research Division before being appointed to his current role in December 2022.
