NOCoE announces Strategic Advisory Council appointments

The National Operations Center of Excellence (NOCoE) has named Vicki Kramer and Shawn Wilson to its Strategic Advisory Council (SAC), which provides strategic oversight and direction for the organization. The appointments were made by Scott Marler, director of the Iowa Department of Transportation, who serves as the chair of NOCoE’s SAC.

NOCoE is a partnership of the American Association of State Highway and Transportation Officials (AASHTO), the Institute for Transportation Engineers, and the Intelligent Transportation Society of America, with support from the Federal Highway Administration (FHWA).

The unique mix of state, local, academic, and private sector representation is a key feature of NOCoE and ensures its ability to provide knowledge resources that effectively advance all aspects of Transportation Systems Management and Operations (TSMO).

Nebraska Governor Jim Pillen (R) appointed Kramer as the director of the Nebraska Department of Transportation in January 2023. She previously worked as the chief of staff for Infrastructure Markets and Strategy for Kiewit Infrastructure Engineering.

Kramer – recently named as chair of the AASHTO Committee on Transportation System Security and Resilience – worked for the Nebraska DOT from 2016 to 2020 in a variety of roles, including communication director and public policy director as well as a strategic advisor to then-director Kyle Schneweis. She has also served over a decade as a chemical and human resource officer in the Nebraska National Guard, attaining the rank of major.

Kramer received a bachelor of science in political science and journalism from the University of Nebraska-Kearney and holds a master of public administration from the University of Nebraska-Omaha.

Wilson – a 28-year veteran of public service who now works as senior vice president for transportation and infrastructure at engineering firm WSP – spent 16 years with the Louisiana Department of Transportation and Development; serving more than seven of those years as the agency’s secretary. He also served as president of the AASHTO for 2022-2023 and as chair of the executive committee of the Transportation Research Board (TRB). 

Wilson has a bachelor’s degree in urban and regional planning from the University of Louisiana, a master’s degree in public administration from Southern University, and a doctorate in public policy from Southern University.
